1. WELL SUSPENSION (TEMPORARY ABANDONMENT)

Application for consent to suspend a well, where required, should be made as soon as possible after the results of the well are known. A fax of the attached Proforma with Well Summary information (see below) together with a cover requesting consent to temporarily abandon the well should be sent to the Well Consents Team. The rationale for suspending the well should be given. Where consent is not a requirement of the model clauses incorporated into the licence, a fax of the attached Proforma should still be submitted with the Well Summary information.

Suspending an Exploration or Appraisal well should only be considered if there are strong reasons to do so. Annual returns on suspended wells (previously sent to the Health and Safety Executive who were administering the issuing of well consents on behalf of the DTI under an Agency Agreement until 30th June 1996) should be sent to the Well Consents Team (see above), giving reasons for the continuing suspension of the well.

When the Licensee's rights over all or part of a licensed area expire or determine, the Licensee is required to leave any well within that area which has not been abandoned with the consent of the Secretary of State in good order and fit for further working again with all casings and any well head fixtures whose removal would cause damage to the well. This requirement does not apply to any well which the Secretary of State has directed the Licensee to plug and seal.

2. WELL ABANDONMENT

Where a well is to be abandoned immediately after drilling, application for consent to abandon should be made as soon as possible after the results of the well are known. A fax of the Well Summary (see below and attached Proforma) together with a cover requesting consent to abandon the well should be sent to the Well Consents Team (see above).

Details of the downhole mechanical condition of the well and the proposed methods of plugging are NOT required by the DTI, but the licence operator should ensure that the proposed programme complies fully with regulations 13 and 15 of the Offshore Installations and Wells (Design and Construction etc) Regulations 1996. If in doubt, operators should seek the advice of the Health and Safety Executive.

3. WELLS ON LANDWARD LICENCES

Consent is required to abandon wells on ALL Landward Licences, including those licences issued prior to 1966 as "Mining Licences".

Where a well is to be abandoned immediately after drilling, application for consent to abandon should be made as soon as possible after the results of the well are known. A fax of the Well Summary (see below and attached Proforma) together with a cover requesting consent to temporarily abandon or abandon the well should be sent to the Well Consents Team (see above).

Well summary information

The licence operator is requested to send a fax of preliminary well results as soon as they are obtained, prior to suspending or abandoning the well.

This information should be summarised on the attached Proforma. If further information is available or more detail on depths of individual logs taken and cores can be supplied, it should be appended to the form. It is appreciated that the details may not be complete, and may be amended through subsequent evaluation.
