Overview of Measurement Requirements

There are many reasons why measurement of oil and gas flowrates may be required of UKCS licensees. These typically fall into one of the following 2 categories:

1. MEASUREMENT OF PETROLEUM WON AND SAVED

This typically includes measurement systems used to allocate production, and hence revenues, from producing fields. Some of these revenues may be collected by the Government in the form of Petroleum Revenue Tax or Royalty.

Licensees are required to use a method consistent with ‘good oilfield practice’ for the measurement of all petroleum won and saved. To guide licensees as to what constitutes ‘good oilfield practice’ in this respect the DTI maintains a set of Measurement Guidelines.

Licensees and Operators should also be aware of Petroleum Operations Notice 6 which sets out requirements on UKCS licensees in order that their measurement systems may be approved by the DTI.
