Integrated Pollution Prevention and Control (IPPC) - Offshore Combustion Installations

The UK has now implemented IPPC for offshore combustion installations on oil and gas producing platforms in the UK sector of the North Sea. The Regulations entered into force on the 19th March, 2001*, and will apply to any oil/gas producing Platform or Floating Production System which have combustion installations which in total exceed 50 megawatts of fuel input at `nameplate' rating - i.e. the sum of any gas turbines, diesels, and fired heaters etc which are used on the Platform.

(*Offshore Oil/Gas projects currently in a late stage of construction/early commissioning will be allowed a grace period of five months, from 19th March, 2001, before needing an IPPC permit)

The Regulations apply immediately to new platforms, but existing platforms, unless they undergo substantial change, will not be brought into permitting until 2007. Guidance Notes exist to accompany the Regulations (see below).

The Regulations are the outcome of over two years of dialogue with Operators, vendors of combustion plant, and other interested parties. All qualifying platforms will be required to demonstrate that they have used Best Available Techniques - BAT - to reduce pollutant emissions, and, where appropriate, to improve energy efficiency.
